Essential Elements of Position:
A Certified Registered Nurse Practitioner, C.R.N.P., is a registered nurse licensed in the Commonwealth of Pennsylvania who is certified by the Boards in a particular clinical specialty and who, while functioning in an expanded role as a professional nurse, performs acts of medical diagnosis or prescription of medical, therapeutic, or corrective measures in collaboration with and under the direction of a physician licensed to practice medicine in the Commonwealth of Pennsylvania. The employee will be available to provide “as-needed” hours as a Certified Registered Nurse Practitioner during regular semesters when notified.
Primary Duties and Responsibilities:
Examines student patients reporting to the health center or triaged from registered nurses, obtains medical history and performs a physical examination. The medical history may include but not be limited to history of current illness or injury, review of symptoms, health status, family and developmental data, and demographic information. The Health Center visit will include performing appropriate diagnostic tests available in the Office, or orders diagnostic tests through an approved outside agency or laboratory. Will interpret and report the results of diagnostic studies to the patient. Will develop an appropriate treatment plan and see patients for follow-up, and outcome assessment.
Prescribes medications and treatment in accordance with standards of practice for the Primary Healthcare Nurse Practitioner and works independently within professional parameters under a Collaborative Agreement with the Health Center Physician understanding when to involve the Collaborating Physician on a case.
Refers patients when appropriate, according to professional judgment, or after consultation with collaborating physician to hospital emergency rooms, to physician consultants, or to community agencies for further evaluation and/or treatment; collaborates to insure continuity of care with other health care disciplines.
Provides health counseling and patient education. Develops and participates in health education programs presented on campus.
Formulates and documents Progress Notes, and other related reports.
Manages medical records, test results and other patient data in a manner to ensure HIPAA confidentiality.
Prepare, review, and revise written protocols in conjunction with Health Center Nursing Supervisor. Participates in periodic review and revision of Health Center maintenance, illness and counseling protocols in conjunction with other members of the Health Center staff and participates in quality care and reviews.
Assesses needs for staff education in collaboration with Health Center Nursing Supervisor; assumes a lead role in developing and presenting in-service education programs for Health Center and other staff and students.
SUPERVISION RECEIVED:
The Certified Registered Nurse Practitioner has a dual reporting relationship with the Health Center Nursing Supervisor and the Medical Director employed by the Student Health Center.
The C.R.N.P. reports administratively to the Health Center Nursing Supervisor and is accountable to that position for all areas of responsibility other than those listed below.
The Certified Registered Nurse Practitioner while functioning in the expanded role as a professional nurse works in collaboration with and under the direction of the Medical Director employed at the Student Health Center. The physician/C.R.N.P. relationship is accomplished according to the following protocol:
(1) The Nurse Practitioner and Collaborating Physician will be available for consultation to reach other during all regular patient care hours either on site or by telephone. The collaborating Physician will ensure the availability of a back-up physician (Physician Colleague) for consultation by the Nurse Practitioner in the absence of the Collaborating Physician. When the Nurse Practitioner is absent, the Collaborating Physician together with the Physician Colleague (or other designated physicians) will provide coverage for the Nurse Practitioner’s patients in accordance within established procedures and schedules.
(2) The Nurse Practitioner will consult with the Collaborating Physician or Physician Substitute whenever there is a question about the diagnostic or therapeutic approach to any patient’s medical situation. This consultation should be immediate whenever a patient is perceived to have a life-threatening condition. The Nurse Practitioner may consult and refer patients to other health care providers as necessary and appropriate.
(3) In the event of a disagreement between the Nurse Practitioner and the Collaborating Physician or Physician Substitute, regarding diagnosis or treatment, the Collaborating Physician will ultimately be responsible for deciding the course of action.
(4) The Collaborating Physician will conduct ongoing chart reviews of the Nurse Practitioner’s records in accordance with Bloomsburg University Student Health Center’s guidelines on medical records including documentation of history and physical findings, laboratory work, differential diagnosis, planned treatment, and follow-up. The Nurse Practitioner will participate in the Quality Assurance Program as provided for in Bloomsburg University of Pennsylvania Student Health Center policy.
(5) Standards of Practice for the Primary Health Care Nurse Practitioner published by the American Nurses Association (1996) unless superseded by Bloomsburg University of Pennsylvania Student Health Center’s policy will be considered acceptable standards of nursing and medical practice including the procedures for case management, diagnosis, and treatment.

Ability to work with a variety of medical, nursing and laboratory equipment.
Ability to record accurate and detailed histories and records of patients.
Ability to develop and implement a plan of primary care to meet the needs of individual patients.
Ability to communicate oral and written ideas clearly and precisely.
Ability to establish and maintain effective working relationships with patients and health team members.
Ability to recognize changes in patient’s overall condition and signs and symptoms that warrant immediate physician referral.
Minimum Experience and Training: Current certification as a Registered Nurse, and certification as a Registered Nurse Practitioner by the State Board of Nursing in any Adult Care specialty area, or Emergency Care, Family Care, or Primary Care in the Commonwealth of Pennsylvania.

1. Possession of certification in Family Health or Adult Health.
2. Experience in primary care.
3. Experience working with college populations.
