ARTICULATION AGREEMENT BETWEEN BLOOMSBURG UNIVERSITY OF PENNSYLVANIA
and
NORTHAMPTON COMMUNITY COLLEGE

THIS AGREEMENT, made and entered into this 31st day of March, 2010, between Bloomsburg University of Pennsylvania of the State System of Higher Education and Northampton Community College.

NOW THEREFORE, for and in consideration of the foregoing and the mutual promises hereinafter expressed and intending to be legally bound hereby, the Parties agree as follows:

A. INTRODUCTION

Bloomsburg University of Pennsylvania and Northampton Community College, through their respective Departments of Early Childhood Education, agree to establish this program-to-program articulation agreement whereby students who complete the requirements for an Associate Degree in Early Childhood Education at Northampton Community College may enter the fifth semester of the Bachelor Degree program in Early Childhood Pre-K-4 program at Bloomsburg University of Pennsylvania. The purposes of this agreement are:

  1. To demonstrate the establishment of a Pennsylvania Early Childhood Program to Program Articulation program that involves participating community colleges and 4-year Bachelor Degree granting institutions.
  2. To enable qualified graduates of Northampton Community College to build upon their education and training by earning a baccalaureate degree.
  3. To enable Bloomsburg University of Pennsylvania to attract a more diverse population of students to the Early Childhood Education program.
  4. To enable community college graduates to obtain a quality education at a low cost, and, in doing so, provide the Commonwealth with qualified educational practitioners.
  5. To ensure recognition of the continuity of academic progress and transferability of credits between two year and four-year programs. The educational partners will use best practices in coursework delivery and should indicate content assessments that support the NAEYC Standards and the PDE competencies, which will be explicitly identified in each course.

B. PROCEDURES

Northampton Community College (hereinafter referred to as “NCC”) agrees to publicize this articulation agreement to prospective students in NCC’s admissions literature and as part of regular student recruitment, and inform qualified students matriculating at NCC of the opportunity for admission to Bloomsburg University of Pennsylvania under the terms of this agreement. The following items are the responsibility of students participating in the articulation program:

  1. Complete the coursework specified on the Articulation Agreement Worksheet (Appendix A) and credential portfolio (Appendix B) as part of the articulation transfer.
  2. Apply for admission and pay application fee to Bloomsburg University of Pennsylvania by June 1, of the academic year in which they plan to enroll in the fall semester, or by October 31, of the academic year in which they plan to enroll in the spring semester.
  3. At the time of application, provide high school transcripts and transcripts of all college courses taken up to and including the previous semester.
  4. Upon receiving the Associate Degree from Northampton Community College and prior to registering at Bloomsburg University of Pennsylvania, students are responsible for providing complete NCC transcripts to Bloomsburg University of Pennsylvania.
  5. Students must pay Bloomsburg University of Pennsylvania tuition and fees for those semesters in which they are attending Bloomsburg University of Pennsylvania.
  6. A maximum of 60 credits will be accepted from Northampton Community College, and a total of 90 credits will transfer from a four-year institution. Credits earned at a college or institution which does not hold accreditation by “Middle States Association of Colleges and Schools/Commission on Higher Education” or its regional equivalent, will not transfer. The last 60 semester hours of credit toward graduation must be in courses taken in an accredited four-year degree-granting institution. At least 30 of the last 45 semester hours credited toward a bachelor degree must be earned at Bloomsburg University of Pennsylvania.
  7. Students must complete an Associate Degree in Early Childhood Education at NCC with a GPA of 3.0 or greater.
  8. Students must successfully pass the Praxis I examination. Refer to Appendix B / credential portfolio.
  9. Students must attain a minimum grade of “C” in all Early Childhood Education (ECE) courses at NCC.
  10. Students must successfully pass the Mathematics Department’s gateway examinations (within 2 academic semesters) at Bloomsburg, to fulfill transfer credits for Math Concepts I and Math Concepts II at Bloomsburg. NCC’s appropriate transfer courses will be MAT 118 and MAT 119.
  11. Students must provide a demographic information sheet and appropriate placement credentials. Refer to “Contents of a Credential Portfolio” included with this document.

C. CONDITIONS OF THE AGREEMENT

  1. The Coordinator of the Bachelor Degree program in Early Childhood Education at Bloomsburg University of Pennsylvania and the Coordinator of the Associate Degree program at Northampton Community College will monitor compliance with the terms of this agreement.
  2. The term of this agreement shall be five years commencing when all applicable signatures are obtained.
  3. Either institution may withdraw from the Agreement upon written notification of the other, except that commitments already in effect for students who have applied to Bloomsburg University of Pennsylvania will be honored. In the event of a substantial breech, such as, a lack of response to requests for information and a lack of adequate participation, either party may terminate this agreement.
  4. The relationship of the parties to this contract shall not be construed to constitute a partnership, joint venture, or any other relationship, other than that of independent contractors.
  5. Neither of the parties shall assume any liabilities as a result of this agreement. As to liability to each other or death to persons, or damages to property, the parties do not waive any defense as a result of entering into this contract. This provision shall not be construed to limit the Commonwealth’s rights, claims, or defenses which arise as a matter of law pursuant to any provisions of this contract. This provision shall not be construed to limit the sovereign immunity of the Commonwealth or of the State System of Higher Education or the University.
  6. This agreement represents the entire understanding between the parties. This agreement can be modified only in writing with the same formality as the original agreement.

In WITNESS WHEREOF, the parties hereto have caused this Agreement to be executed pursuant to due and legal action authorizing the same to be done the date first written above.
